Pembayaran yang ditransfer langsung ke rekening kepala sekolah dinilai sah secara regulasi keuangan daerah melalui prosedur Langsung (LS) atau Surat Perintah Membayar (SPM).<\/p>\n<p>\u200bMekanisme ini memangkas mata rantai birokrasi karena anggaran tidak lagi mengendap atau melewati bendahara Dinas Pendidikan (Disdik) Kabupaten Garut. Penjelasan tersebut sekaligus meluruskan kesalahpahaman publik mengenai tata kelola dana penghargaan kegiatan edukatif tersebut.<\/p>\n<p>\u200bKepala BPKAD Kabupaten Garut, Saepul Hidayat, menjelaskan bahwa sistem akuntansi keuangan daerah mengenal dua jalur utama pencairan anggaran: Ganti Uang (GU) dan Langsung (LS). Jalur GU mewajibkan alokasi dana berputar di bendahara dinas sebelum dibagikan. Sebaliknya, jalur LS mengeksekusi transfer dari kas daerah langsung ke rekening penerima manfaat.<\/p>\n<p>\u200b&#8221;Kalau mekanismenya LS, Dinas Pendidikan mengusulkan ke BPKAD, kemudian BPKAD melakukan transfer tidak melalui bendahara Disdik dulu, tapi langsung ke yang bersangkutan,&#8221; kata Saepul saat dikonfirmasi, baru-baru ini.<\/p>\n<p>\u200bSecara teknis, BPKAD bertindak sebagai eksekutor pencairan atas rekomendasi resmi Satuan Kerja Perangkat Daerah (SKPD) teknis. Dalam konteks ini, Dinas Pendidikan tetap memegang kendali administratif dan tanggung jawab verifikasi data penerima. BPKAD memproses pembayaran berdasarkan usulan Surat Perintah Membayar yang diterbitkan Disdik.<\/p>\n<p>\u200bSaepul menduga kuat transaksi dana hadiah FTBI memakai skema LS karena sifat penyalurannya berupa hibah, penghargaan, atau alokasi spesifik untuk pihak ketiga. Prosedur ini lazim diterapkan pada berbagai kegiatan pemerintah daerah, termasuk pembayaran pengerjaan proyek kepada penyedia jasa.<\/p>\n<p>\u200b&#8221;Banyak mekanismenya, misalnya LS. Seperti proyek-proyek pembangunan ke perusahaan, dari BPKAD langsung ke pengusaha. Tapi dasar pencairannya tetap berasal dari SKPD,&#8221; tutur Saepul menambahkan.<\/p>\n<p>\u200bPenerapan skema transaksi langsung ini dirancang untuk menjamin akuntabilitas sekaligus memicu efisiensi birokrasi. Dengan memotong alur pencairan perantara, potensi keterlambatan distribusi dana hadiah kepada para pemenang maupun sekolah penerima dapat ditekan secara signifikan.<\/p>\n<p>\u200bKendati mengonfirmasi keabsahan proseduralnya, BPKAD mengaku masih menunggu dokumen rinci terkait laporan teknis pencairan khusus kegiatan FTBI tersebut dari Dinas Pendidikan. Kepastian itu penting untuk memastikan seluruh tahapan pengusulan hingga penerimaan dana sesuai dengan regulasi tata kelola keuangan daerah yang berlaku.
