Di tengah keterbatasan anggaran ruang gerak desa, Syakur menginstruksikan para kades anyar bergerak cepat membereskan tiga persoalan krusial: anak putus sekolah, tingginya angka kematian ibu dan bayi, serta ketahanan ekonomi warga.<\/p>\n<p>\u200bDua pejabat yang mengambil sumpah jabatan yakni Sugiono sebagai Kepala Desa Margamulya, Kecamatan Cikajang, dan Supriatna sebagai Kepala Desa Lembang, Kecamatan Leles. Keduanya mengisi kekosongan kepemimpinan di tingkat tapak untuk melanjutkan sisa masa jabatan.<\/p>\n<p>\u200bSyakur menegaskan kepemimpinan di desa tidak boleh berhenti hanya karena ruang fiskal yang sempit. Ia meminta kepala desa berinovasi mengelola sumber daya daerah tanpa bergantung sepenuhnya pada dana transfer.<\/p>\n<p>\u200b&#8221;Apapun itu, Anda semua mendapatkan kepercayaan dari masyarakat. Kepercayaan itu sangat berarti dan bernilai, sehingga saya berharap Bapak bisa melaksanakan amanat ini dengan sebaik-baiknya,&#8221; tegas Syakur usai prosesi pelantikan.<\/p>\n<p>\u200bDalam arahannya, Syakur menitipkan tiga prioritas utama yang harus segera dieksekusi pemerintah desa:<\/p>\n<p>\u200bPendidikan: Kepala desa diminta menyisir langsung pemukiman warga untuk mendata anak usia sekolah yang putus sekolah atau rentan berhenti di tengah jalan. Pemerintah Kabupaten Garut menyiagakan intervensi bantuan bagi keluarga yang terkendala masalah finansial.<\/p>\n<p>\u200b&#8221;Anak-anak kita banyak yang putus sekolah atau tidak serius sekolahnya. Saya nitip para kepala desa, coba ajak lagi anak-anaknya. Kalau ada yang putus sekolah, usahakan agar mau melanjutkan,&#8221; ujarnya.<\/p>\n<p>\u200bKesehatan: Syakur menyoroti Angka Kematian Ibu (AKI) dan Angka Kematian Bayi (AKB) yang masih menjadi catatan merah di Kabupaten Garut. Aparat desa diinstruksikan mengoordinasikan bidan desa, kader posyandu, dan pengawasan nutrisi ibu hamil secara terpadu.<\/p>\n<p>\u200bEkonomi Perdesaan: Penguatan ekonomi warga desa harus melibatkan partisipasi aktif masyarakat. Kades dituntut menggerakkan potensi usaha lokal agar perputaran ekonomi tidak mandek.<\/p>\n<p>\u200bPelantikan dua kades PAW ini menjadi momentum uji efektivitas tata kelola pemerintahan desa di
