Dalam proses penyusunannya, para pengembang mengusulkan agar penyerahan PSU dapat dilakukan secara bertahap tanpa harus menunggu pembangunan kawasan selesai 100 persen.<\/p>\n<p>Usulan tersebut mengemuka dalam Sosialisasi dan Focus Group Discussion (FGD) Rancangan Perubahan Peraturan Bupati (Perbup) Garut tentang Pengelolaan PSU Perumahan yang digelar secara <i>hybrid<\/i> oleh Dinas Perumahan dan Permukiman (Disperkim) Kabupaten Garut di Ruang Rapat Disperkim, Jumat (10\/7\/2026).<\/p>\n<p>Kepala Disperkim Kabupaten Garut, Rika Agustiana, mengatakan perubahan Perbup dilakukan sebagai tindak lanjut atas terbitnya Peraturan Menteri Dalam Negeri Nomor 15 Tahun 2026 tentang Penyerahan Prasarana, Sarana, dan Utilitas Umum Perumahan kepada Pemerintah Daerah Kabupaten\/Kota.<\/p>\n<p>Menurut Rika, regulasi baru tidak hanya mengatur mekanisme penyerahan PSU dari pengembang kepada pemerintah daerah, tetapi juga mengatur tata kelola aset tersebut setelah resmi diserahterimakan.<\/p>\n<p>&#8220;Rancangan perubahan Peraturan Bupati Garut ini tidak hanya mengatur tentang penyerahan PSU perumahan oleh pengembang kepada Pemerintah Daerah, tapi juga mengatur tentang pengelolaan PSU perumahan setelah dilakukan serah terima,&#8221; kata Rika.<\/p>\n<p>Ia menjelaskan, sejumlah substansi baru dimasukkan dalam rancangan perubahan tersebut. Di antaranya penanganan PSU yang bermasalah atau terlantar, perlindungan hak masyarakat penghuni perumahan, pengembangan sistem informasi PSU berbasis digital yang dapat diakses publik, hingga penguatan peran Disperkim dalam proses perizinan pembangunan perumahan.<\/p>\n<p>Forum diskusi juga dimanfaatkan para pengembang yang tergabung dalam Asosiasi Pengembang Perumahan dan Permukiman Seluruh Indonesia (Apersi), Himpunan Pengembang Nusantara (Hipnu), serta Asosiasi Pengembang dan Pemasar Rumah Nasional (Asprumnas) untuk menyampaikan berbagai masukan terhadap rancangan regulasi tersebut.<\/p>\n<p>Selain mengusulkan penyerahan PSU dilakukan secara bertahap, para pengembang meminta penyederhanaan formulir serah terima PSU dan kejelasan mekanisme beserta biaya pemecahan (split) sertifikat tanah. Menurut mereka, penyederhanaan prosedur akan mempercepat proses penyerahan aset kepada pemerintah daerah.<\/p>\n<p>Sementara itu, para camat bersama pengembang juga mengusulkan adanya kesamaan persepsi antarorganisasi perangkat daerah mengenai perhitungan luasan aset yang diserahterimakan.
