GOSIPGARUT.ID —<\/strong> <\/span>Lembaga pegiat antirasuah, Garut Governance Watch <\/em>(GGW)<\/em> mengendus adanya tindakan yang mengarah kepada modus koruptif dalam penggunaan dana desa yang dilakukan para elit di sejumlah desa Kabupaten Garut.<\/p>\n

“Beberapa modus korupsi dana desa yang kami dapati di beberapa desa, yaitu seperti pembuatan RAB (rancangan anggaran biaya) di atas harga pasar yang kemudian membayarkan berdasarkan kesepakatan yang lain, dan kepala desa mempertanggungjawabkan pembiayaan bangunan fisik dana desa padahal bersumber dari sumber lain,” kata Divisi Korupsi Politik dan Hukum GGW, E. Koswara SH, dalam siaran pers yang diterima GOSIPGARUT.ID<\/strong><\/span>, Kamis (5\/2\/2020) malam.<\/p>\n

Ia menambahkan, modus lainnya adalah meminjam sementara dana desa dengan memindahkan dana ke rekening pribadi kemudian tidak dikembalikan, adanya pemotongan dana desa oleh oknum pelaku, membuat perjalanan dinas fiktif dengan cara memalsukan tiket penginapan\/perjalanan, dan mark up<\/em> pembayaran honorarium perangkat desa.<\/p>\n

“Kemudian pembayaran ATK tidak sesuai dengan real cost<\/em> dengan cara pemalsuan bukti pembayaran, memungut pajak namun hasil pungutan pajak tidak disetorkan ke kantor pajak, dan melakukan pembelian inventaris kantor dengan dana desa namun diperuntukkan secara pribadi,” ujar Koswara.<\/p>\n

Ia mencontohkan seperti temuan di Desa Cihaurkuning, Kecamatan Cisompet, yaitu adanya dugaan kebocoran anggaran antara Rp300 juta sampai Rp400 juta pada pembangunan dari dana desa tahun 2019. Kebocoran tersebut terindikasi dari ketidaksesuaian pelaksanaan kegiatan dengan anggaran yang ditetapkan.<\/p>\n

Kemudian, dalam pelaksanaan beberapa pembangunan jalan terjadi pengurangan volume yang ditetapkan, penurunan kualitas material, pelaksanaan dengan sistem borongan dan peralatan kerja manual sehingga jalan-jalan yang dibangun sudah rusak kembali.<\/p>\n

“Karena lemahnya sistem pengawasan oleh warga, pada akhirnya warga pun tutup mata dan membiarkan saja keculasan yang terjadi dalam penggunaan dana desa di Desa Cihaurkuning yang tidak sesuai dengan ketentuan yang ada,” papar Koswara.<\/p>\n

Ia menyampaikan, contoh lain terjadi di Desa Pasanggrahan, Kecamatan Cilawu. Di sini terjadi dugaan penyimpangan dana BUMDes sejak tahun 2017-2019 oleh mantan Kepala Desa Pasanggrahan.<\/p>\n

“Pada tahun 2018 BUMDes Sabilulungan Desa Pasanggrahan mendapat sumber dana dari APBDes sebesar Rp90 juta, namun dipinjam oleh Kepala Desa sebesar Rp40 juta dan tidak dikembalikan. Kemudian Rp15 juta disalurkan kepada UKM milik anaknya namun tidak berkembang,” kata Koswara.<\/p>\n

Ia menambahkan, pada tahun 2019, BUMDes tersebut mendapatkan bantuan dari Provinsi Jabar sebesar Rp100 juta. Sebesar 20 persen dari dana itu (Rp20 juta) diserahkan kepada Tim Kabupaten. Kasusnya sudah dilaporkan oleh warga Desa Pasanggrahan kepada Kejaksaan Negeri (Kejari) Garut pada 16 Januari 2020.<\/p>\n

“Dengan adanya penemuan modus koruptif tersebut, GGW mendesak pada pemerintah untuk membuat sistem pengawasan dana desa sehingga dana desa betul-betul tersalurkan dengan tepat dan membawa dampak yang signifikan terhadap kesejahteraan masyarakat,” ujar Koswara.<\/p>\n

Selain itu, kata dia, GGW mengajak masyarakat untuk aktif mengawasi penggunaan dana desa pada tahun 2020. Apabila terjadi penyelewengan, GGW siap mengawalnya agar proses hukum berjalan.<\/p>\n

“Untuk Kabupaten Garut Bupati Rudy Gunawan menyampaikan bahwa dana desa mulai dicairkan pada bulan Februari dengan kisaran angka yang bervariatif minimal Rp1,2 miliar dan maksimal Rp1,7 miliar per desa. Sebagus apapun sistem penyaluran dana desa dan sebesar apapun nominal yang disalurkan, kalau sistem pengawasannya lemah akan melahirkan peluang-peluang korupsi,” kata Koswara. ***<\/strong><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
